Stephen James Hubbard, a 74-year-old American retired English teacher and U.S. military veteran, was released from Russian detention on October 21, 2026, without a prisoner swap [1]. He was the last U.S. national officially designated as "wrongfully detained" in Russia at the time of his release [22].

His release, facilitated by a U.S. special envoy appointed by former President Donald Trump, comes as some observers view it as a calculated move by Moscow to align Trump with Russia's stance on Ukraine and grant him a diplomatic victory [5][15]. This event coincides with shifts in Trump's policy towards Russia and his criticism of Ukraine [16].

## What the Records Show

Hubbard, originally from Big Rapids, Michigan, served in the U.S. Air Force and National Guard [17]. He taught English in Japan for approximately 25 years before moving to Izium, eastern Ukraine, in 2014 [17]. Russian forces detained him in April 2022 during the invasion of Ukraine [7]. The U.S. State Department had designated Hubbard as wrongfully detained [8][28]. In October 2024, he was sentenced to six years and ten months in prison on charges of acting as a mercenary [7].

Russian prosecutors alleged Hubbard participated in Ukraine's territorial defense, with some Russian state media claiming he was detained while manning a Ukrainian military checkpoint after signing a contract for $1,000 per month [18]. His sister, Patricia Hubbard Fox, denied these accusations [19]. The specific circumstances of his arrest were not independently established, though some reports suggest he was taken directly from his home by Russian soldiers [19]. While Russian state media reported he pleaded guilty, his family questioned this account, and the proceedings were largely closed [20][23].

## The Timeline

Hubbard was detained by Russian forces in April 2022 [7]. By June 2025, reports from Ukrainian prisoners of war held with him indicated that Hubbard, then 73, had been subjected to abuse and torture in prison, including beatings, forced standing, limited food, and poor medical care [21][24][30]. He also suffered from severe health issues, including kidney and gastrointestinal problems, and bled regularly from the abuse [25]. His release on October 21, 2026, occurred approximately two months after the August 2026 release of another American, Marine veteran Robert Gilman [1][27].

## What Changed and For Whom

Hubbard's release took place during a meeting in St. Petersburg between Russian President Vladimir Putin and Steve Witkoff, a U.S. special envoy appointed by former President Donald Trump [5][6]. Witkoff had no prior diplomatic experience before his appointment [14]. His visit focused on discussions regarding a Ukraine peace deal, following earlier talks with Ukrainian President Volodymyr Zelenskyy and European allies in Norway [9]. Putin announced Hubbard's release at the start of his meeting with Witkoff, stating that Hubbard was already at Pulkovo Airport in St. Petersburg [11]. Hubbard is expected to undergo medical evaluation at a military hospital in Texas [22][26].

## What the Subject Has Said Publicly

Former President Trump publicly claimed that Russia released Hubbard "out of respect for President Trump" [2]. Trump stated that he had previously asked Putin directly for Hubbard's release and emphasized that the United States was "not required to give anything in return" [2][10][29]. Kremlin spokesman Dmitry Peskov attributed Putin's decision to "humanitarian considerations" and noted that the release had been "raised by the American side for a certain time" [12]. During the meeting, Witkoff praised Putin as a "humanitarian" in response to the release [13].

## What We Could Not Confirm

The full extent of the discussions between Putin and Witkoff regarding a Ukraine peace deal remains unconfirmed [6][9]. The precise details of the circumstances surrounding Hubbard's arrest in April 2022 have not been independently verified [19]. The veracity of Russian state media reports that Hubbard pleaded guilty remains disputed by his family [20][23].
