Youth protests against rising living costs in Milan, Italy, escalated into violent clashes with police on October 17 and 18, 2026, leading to 271 detentions and a government crackdown [7][9][10]. This response signals a firmer stance by the Italian government on public demonstrations and introduces significant legal and financial consequences for young participants and their parents. It also reflects a wider pattern of economic discontent observed across Europe.

## Protests Turn Violent in Milan

Starting October 17, 2026, young people in Milan participated in protests that turned violent [7][10]. Demonstrators clashed with police, looted stores, and set property on fire in central Milan, causing damage in areas like Piazza del Duomo [9][10]. Police used water cannons and tear gas to disperse the crowds [9][10]. On October 18, 271 young people were detained, with 32 arrested, including 23 minors and 13 foreign nationals [9]. Businesses such as Decathlon, Arc'teryx, and Vodafone stores were ransacked [9]. Similar clashes also occurred in other northern Italian cities, including Bologna, Brescia, Bergamo, and Turin [9][11]. The unrest was driven by concerns over rising living costs and poor public services [6][9][10].

## Government Deploys Troops, Toughens Laws

Following the weekend's events, Premier Giorgia Meloni convened a public-order meeting on October 19 [6][12]. The Italian government responded by deploying an additional 500 soldiers to Milan, who will remain in the city until the end of 2026 to secure key sites and enhance surveillance [1][7][13]. A new government decree, effective October 20, 2026, criminalizes violent participation in demonstrations, establishing penalties of up to five years in prison and fines reaching 20,000 euros [7][13]. Penalties increase if protesters cover their faces or cause injury [7][13]. The decree also makes parents financially liable for damages caused by their minor children during protests [7][8][13]. For minors over 14, the decree automatically presumes their capability to understand their actions, shifting the burden of proof from judges [7]. Authorities can now detain young people aged 14 to 17 even without a committed crime if they are deemed a danger, a power previously limited to adults [13].

## Premier Meloni Condemns Actions

Premier Giorgia Meloni strongly condemned the violence. In a social media video, she stated, "Young people … came to the square to smash things, steal and film themselves doing it," describing it as a "painful and frightening" phenomenon that requires serious attention [7]. She also asserted, "No political idea, no social unrest, no opposition to the government can justify the destruction of a shop to steal its merchandise" [8]. Meloni maintained that vandalism and theft are not protest, but criminality [13].

## Broader European Unrest

The unrest in Milan is part of a broader wave of economic discontent observed across Europe. Similar protests focusing on rising living costs and declining public services have been reported in other Italian cities and countries such as Portugal, Spain, Belgium, Albania, and France [3][4][5][9][11].

## What We Could Not Confirm

We could not confirm the exact number of injuries sustained by protestors or civilians during the Milan clashes. We also could not confirm specific details regarding the identity or affiliations of all protest groups involved, beyond the self-styled "October 17 Movement" [8].
