On October 22, 2026, Kyiv sustained ballistic missile attacks, injuring at least 15 people, while Moscow experienced drone strikes involving 630 drones that injured two individuals [16][12]. These renewed hostilities followed US envoy Steve Witkoff's diplomatic mission to Russia on October 21, which secured the release of American prisoner Stephen Hubbard and an agreement for US-mediated peace talks [2][3].

This immediate return to violence, despite recent diplomatic progress, suggests a persistent challenge in de-escalating the conflict.

## What the records show
Russian ballistic missiles struck Kyiv during the night of October 21-22, 2026, injuring 15 people, including two 15-year-old teenagers [16][18]. Kyiv Mayor Vitali Klitschko confirmed eight hospitalizations [16]. The attacks damaged private homes, a car service station, an ambulance station, six ambulances, and metro infrastructure on the Southern Bridge, leading to restricted traffic [18]. Moscow and Moscow Oblast faced drone attacks at the same time [12][13]. Moscow Mayor Sergei Sobyanin reported 630 drones launched towards the Moscow region between the evening of October 21 and the early morning of October 22 [12][14]. Air defenses neutralized 163 drones as they approached the city [12][14]. Two people were injured in the Voronovskoye area, part of Russia's capital city [12][26]. Reports indicated Ukrainian forces also struck the 75th Arsenal, a weapons plant in Serpukhov, Moscow Oblast, overnight [26][27].

## The timeline
US envoy Steve Witkoff visited Russia on October 21, 2026 [2][3]. During his visit, Russia released American prisoner Stephen Hubbard, who had been held for four years [2][3][4][7]. The Kremlin also agreed "in principle" to resume US-mediated trilateral talks [2][6]. Hours after this diplomatic breakthrough, the new attacks on Kyiv and Moscow began, continuing into the early morning of October 22 [1][16][12].

## What changed and for whom
Stephen Hubbard, a 74-year-old retired teacher, was released from Russian imprisonment after more than four years [4][7]. For residents in both Kyiv and Moscow, the diplomatic mission was followed by a resurgence of military attacks [16][12].

## What the subject has said publicly
US envoy Steve Witkoff praised Vladimir Putin as a "humanitarian" during his mission [3][4]. On October 22, 2026, US President Donald Trump stated that an end to the conflict was "the closest we've been" [8][9][10][21]. Trump also thanked Putin for the American's release [8].

## What we could not confirm
Official confirmation of the extent of damage to the 75th Arsenal in Serpukhov, Moscow Oblast, was unavailable [28]. The Kyiv Independent noted that it could not immediately verify reports of the strike [26].

Statements of this kind from the White House have been a recurring feature of the negotiation cycle, and the established pattern is that headline optimism on a settlement moves markets only briefly unless it is corroborated by the other principals, Moscow and Kyiv, whose silence or pushback has typically unwound initial moves within sessions.
