On October 23, 2026, the Trump administration announced a significant overhaul of the nation's food stamp payment system, aimed at combating widespread electronic theft of Supplemental Nutrition Assistance Program (SNAP) benefits that cost beneficiaries an estimated $470 million in 2025 [1][13][23]. This move by the administration followed a ProPublica investigation, published earlier in October, that detailed the vulnerability of outdated Electronic Benefits Transfer (EBT) card technology to theft [3][13][23].

The change seeks to protect over 990,000 households that experienced theft in 2025 and to restore integrity to a critical federal assistance program [1][2][10]. The proposed technological upgrades aim to bring the system in line with modern payment security standards, directly addressing a problem that has siphoned hundreds of millions of dollars from recipients [12][23].

## What the Records Show

The U.S. Department of Agriculture's (USDA) Food and Nutrition Administration (FNA) officially issued a proposed rule titled "Modernizing Electronic Benefit Transfer (EBT) Technology and Operations" on October 23, 2026 [12][13]. This rule mandates state SNAP agencies to upgrade EBT cards to include chip and Near Field Communication (NFC) technology [12]. It also requires SNAP retailers to accept transactions made with these more secure cards [12]. The USDA stated the goal is to align EBT systems with consumer payment industry standards, thereby improving program integrity, enhancing convenience for SNAP clients, and protecting benefits from theft by mitigating skimming and cloning attacks [12]. The USDA Office of Inspector General had previously identified that the agency's delay in issuing regulatory guidance on EBT card security contributed to at least $555 million in SNAP benefit theft [2][10].

## The Timeline

Donald Trump won the U.S. presidential election on November 5, 2024, beginning his non-consecutive second term as president on January 20, 2025 [5][6]. In 2025, an estimated $470 million in SNAP benefits were electronically stolen from beneficiaries, impacting over 990,000 households [1][2][10]. This data was provided to ProPublica by Propel, a company that offers a mobile app for SNAP recipients [2][3][10]. ProPublica initiated a call for victims of EBT theft on June 23, 2026, to inform upcoming reporting [4][21]. The subsequent investigation, published on October 13, 2026, detailed the surge in organized theft targeting SNAP recipients and highlighted the USDA's long-standing delay in issuing guidance for enhanced EBT card security [3][13][23]. The USDA's proposed rule was then issued on October 23, 2026 [12][13].

## What Changed and for Whom

The proposed rule marks a shift from the continued use of vulnerable magnetic-stripe benefit cards to more secure chip-enabled cards [3][12]. For SNAP recipients, this change aims to provide greater security for their benefits against electronic theft methods like skimming and cloning [12]. State SNAP agencies will be required to implement new card technologies, and retailers will need to update their payment systems to accept these upgrades [12]. The rule also proposes that state SNAP agencies offer specific card security services and prohibit common PINs, while allowing participants to manage their account usage [12].

## What the Subject Has Said Publicly

Vice President J.D. Vance, named “Fraud Czar” in spring 2026, publicly stated interest in broader fraud within SNAP. He said, “There are people who have Lamborghinis who currently receive SNAP benefits” [10]. The USDA's proposed rule serves as an official statement of the administration's intent to “modernize Electronic Benefit Transfer (EBT) technology” to “protect SNAP benefits from thieves” and improve program integrity [12].

## What We Could Not Confirm

We could not confirm the exact number of individuals directly impacted by the $470 million theft in 2025, only the number of households affected [1][2][10]. We could also not confirm the specific timeline for the full implementation of the proposed EBT card upgrades across all states and retailers [12]. The public response time or comment period for the proposed rule was not detailed in the provided information [12].
