UK Prime Minister Andy Burnham's government launched a national campaign on October 19, 2026, allowing local authorities to fine individuals up to £100 for nuisances like loud music and vaping on buses [1][5][9]. The initiative also reinforces existing regulations on trains, where fines can reach £1,000 for similar offenses [1][2].

This new policy aims to improve the daily commute for millions of British passengers. It seeks to tackle common irritants on public transport by encouraging considerate behavior and giving local leaders the power to enforce quieter journeys [1][2][8].

## The New Rules

Under guidance issued to local authorities on October 19, 2026, passengers on buses can face fixed penalty notices of up to £100 for playing loud music, littering, vaping, or engaging in threatening behavior [1][3][4]. For train passengers, existing bylaws already permit fines up to £1,000 for non-compliant nuisance conduct [2][3]. Authorized rail staff can also remove passengers from a train at the next station if they refuse to stop disruptive noise [1][3]. The Department for Transport confirmed the operational boundaries of this penalty regime [8].

## The Campaign's Aim

The national campaign, titled "share the carriage, not the noise," specifically targets behaviors such as broadcasting loud music or videos from phones without headphones [1][5][8]. Prime Minister Andy Burnham stated, "We've all been on the train when someone starts blasting music or videos from their phone. It gets on your nerves and can quickly spoil the journey" [1][5][7]. He added that the campaign reminds passengers to use headphones on trains and grants local leaders new powers to address loud music, vaping, and littering on buses to make journeys better for everyone [1]. Transport Secretary Heidi Alexander supported these measures, noting that tackling inconsiderate passenger habits is fundamental to raising transit standards [1][8].

## Public Support

Public polling from YouGov indicates strong support for these measures. Approximately 60% of British voters actively back statutory financial penalties for disruptive audio on public transport routes [2][6][7]. Reports suggest ambient noise and speakerphone chatter are among the most significant irritants for commuters in Britain [8].

## What we could not confirm

PrimaryBrief could not confirm how enforcement of the new bus fines will be standardized across different local authorities or the specific metrics the government plans to use to measure the campaign's success.
