Prime Minister Andy Burnham, who took office on July 20, 2026, revealed plans on September 29, 2026, to remove statutory caps on government ownership of shares in major water and sewerage companies in England [4][5][6][7][8][9][14]. This move signals a significant shift in government policy toward the privately-operated water sector [9][14].

This policy change matters to British residents because it aims to address public concerns about water quality, billing practices, and accountability, potentially leading to a "very different water system" over the next decade [1][9][14]. The government states that putting "public interest" at the forefront of critical services will deliver cleaner water, fairer bills, and stronger accountability [9].

## What the records show

The government's announced plan involves introducing a "strengthened Water Bill" to Parliament [9][14]. This bill, championed by Prime Minister Burnham and to be introduced by Environment Secretary Angela Eagle DBE MP, will specifically remove existing statutory limits on government share ownership [9][14]. These limits, which vary from 1% to 3% depending on the company, were established under the Water Act 1989 and also prevented the government from acquiring shares [9][14]. Removing these caps will give the government more flexibility for interventions and different ownership models, though it does not mean immediate nationalization [9][14]. The government has also emphasized the need for continued private sector investment in the long-term future of England's water sector [9][14].

## The timeline

Andy Burnham became Prime Minister of the United Kingdom on July 20, 2026, after being elected Leader of the Labour Party on July 16, 2026 [4][5][6][7]. He returned to Parliament in June 2026 as the Member of Parliament for Makerfield, having previously served as Mayor of Greater Manchester from 2017 to 2026 [4][5]. Just over two months into his premiership, on September 29, 2026, at the Labour Party Conference in Liverpool, he publicly announced the water sector reforms [9][14]. Comprehensive details of this overhaul are expected to be unveiled in 2027 [1].

## What changed and for whom

The removal of the share ownership limits, described by Prime Minister Burnham as repealing Margaret Thatcher's "ideological ban" on public ownership, provides the government with greater options to act when water companies underperform [9][14]. Beyond share ownership, the reforms also propose new powers for local leaders, such as mayors and strategic authorities, to increase their influence over company priorities and accountability [9][14]. These new powers are intended to be developed as part of the broader water sector reforms [9].

## What the subject has said publicly

Prime Minister Burnham has been outspoken about his motivations for these reforms. He stated, "Water is a symbol of what has gone wrong with Britain. A service where the shareholders never lose and the public never win. From which some have syphoned out easy money while the public picked up the bill for the sewage in our seas. It stinks. I will not allow it to continue like this" [14].

## What we could not confirm

We could not confirm the specific and comprehensive details of the "strengthened Water Bill" beyond the removal of share ownership limits, as these are anticipated in 2027 [1][9]. The precise mechanisms and scope of the new powers intended for local leaders, such as mayors and strategic authorities, are not yet outlined [9][14]. While the government has clarified that this measure does not signify immediate nationalization, the specific criteria or triggers for potential future government intervention or changes in ownership models have not been detailed [9][14].
