Ukrainian President Volodymyr Zelenskyy has criticized President Donald Trump's recent deal to purchase Russian diesel, describing it as a "weak one" that benefits Russia [6]. Simultaneously, reports indicate that the White House ordered limitations on Starshield satellite internet services used by Ukraine for military operations, disrupting battlefield communications [11][12].

These developments matter to readers because they directly affect Ukraine's defense capabilities against Russian aggression and signal a shift in US foreign policy. The reported restrictions on satellite communications could immediately impact Ukrainian forces, while the diesel deal may provide financial advantages to Russia.

## What the records show

Ukrainian President Volodymyr Zelenskyy called President Trump's decision to buy Russian diesel a "weak one" that plays into Russia's hands [6][9]. Zelenskyy stated on social media that "Gifts to Putin will not bring peace" but would lead to "further terror and perfidy" [6][9]. This deal involves Russia immediately supplying 300,000 tons of diesel to the US and global markets, with further shipments planned [8][10]. The agreement reportedly includes a temporary suspension of certain sanctions on Russian diesel exports [10]. President Trump had previously blocked numerous sanctions on Russia two days before they were scheduled to take effect [1].

Separately, reports indicate that an order to limit Starshield satellite internet services, which Ukraine uses for battlefield communications and drone operations, originated from inside the White House [11][12][15]. Ukrainian officials have reported disruptions when military-grade Starlink receptors were used on fast-moving objects, with speeds reportedly restricted to 100 miles per hour [11][14][15]. A Ukrainian military official noted that these limitations were imposed without warning, leading to the disruption of several missions [15].

## Timeline

President Trump blocked multiple sanctions on Russia just before their implementation [1]. Subsequently, Trump announced a deal for the US to import Russian diesel, with initial shipments of 300,000 tons to begin immediately [8][10]. Ukrainian President Zelenskyy publicly criticized this diesel deal, stating it would not bring peace [6][9]. Reports then emerged in October 2026 indicating that the White House ordered limitations on Starshield satellite internet services for Ukraine, impacting military operations [11][12][14].

## What changed and for whom

The reported White House order limiting Starshield services has directly affected Ukraine's military capabilities, causing disruptions to battlefield communications and drone operations [11][14][15]. Ukrainian forces experienced unexpected speed restrictions and service interruptions, which impacted ongoing missions [14][15]. For Russia, the diesel deal offers economic benefits through increased sales and potentially eased export restrictions [8]. These actions align with President Trump's broader stated goal of normalizing relations with Moscow [4].

## What the subject has said publicly

President Donald Trump has publicly denied ordering the restriction of Starshield satellite technology for Ukraine. He stated, "It wasn't me, and I don't think it was Elon. I don't know if it was anybody. From what I understand, it's the same as it's always been" [13].

## What we could not confirm

We could not confirm the specific official within the White House who issued the alleged order to limit Starshield services for Ukraine [12][15]. The full details of the temporary suspension of Russian diesel sanctions as part of the new deal were also not specified in the available records [10].
